It's a reference to an event in an old fiction novel. The Day of the Rope in the book is a day when ordinary white people across America decide to hang race mixers, jews, politicians, and black people in the streets.
It will never take place because even if there are a lot of people who subscribe to hard right identity politics in America, there aren't that many people who can aspire to that kind of violence. All genocides throughout history have been committed by tiny, well-funded, well trained groups--not common civilians.
