People keep posting this argument but it sucks. The CoC is being adopted by the Linux Foundation who also get all the donations from huge companies. If there's no monetary incentive to take care of the largest open source code base it won't happen. There is one popular fork called Linux Libre that only has the goal of removing binary blobs, it has only a handful of developers working on it and since there are thousands of new lines every month to scrub through they are constantly behind the main branch. A fork that would purge all the bad new code that could potentially go in would be much, much harder to maintain.
