Congress never passed a law granting birthright citizenship, nor is there Supreme Court precedent supporting it. The idea rests on a misinterpretation of the 14th Amendment by the executive branch. Trump could reverse it by executive order, then the Supreme Court could overturn it white adjudicating the resulting lawsuit. Since no law ever granted birthright citizenship, the effect would be retroactive.
The two are by no means equivocal.
