You can get laser goggles that have high OD at any of the wavelengths that a portable laser is capable of generating.

This is absolutely believable and entirely possible. The only part of this that takes a brain is the programming of the targeting, the rifle part could be built by a child. Thinking about it this could simply be,
>cell phone camera, use pre-installed program to recognize faces
>attach servos and integrate them through some autism
>program device to automatically try to set the eye(s) of any individual in the center of the camera
>mount laser next to the phone, set directly in the center of the camera image at 100 feet to 'sight in' the laser
The laser will miss the exact setting if the person is not at precisely 100 ft, but with some movement and a bit of jittering you would probably hit the eyes incidentally. Might not blind completely but would do damage unquestionably, it only takes tenths with a laser of any real power.
Basically done, at least for one eye. This becomes infinitely more complicated when trying to get two lasers to hit two separate eyes, and also infinitely more complicated because if you want it to compensate for the different ranges the laser has to move to compensate.
