They would never accept this but say turkey returns the European part of Turkey including Constantinople to Greece as well as Cyprus and any other former Greek Islands. Then they can join the EU in terms of economic and diplomatic status however Turks will not be given EU citizenship or easier migration. It's a bad deal for turky but I would say it's not bad for Europe. You can also dangle EU citizenship rights by saying Turkish citizens will be considered for full inclusion. When the Turkish border is secure and all the migrants leave the massive camps in Turkey. Many of the Afghan, Syrian, and other migrants that go to Europe are coming from Turkey first. Of course we could never give the Turks actually full EU inclusion. We would have to inspect their border security and refugee levels always finding something inadequate.
