It had been left burning all day because there was no water pressure after the collapse of the other two buildings and the fire departement couldn't stop the fire spreading inside. So they evacuated it. It's also a totally metal framed structure so just imagine the heat transfer starting fires on all floors. When metal gets hot it expands which can break and losen bolts, and the structure loses its elastic rigidity. By the way the firedepartment did notice the base of the building bulging showing signs it was going to collapse at some point.
Did it burn for seven hours? Were its fire sprinklers not working? Did the fire department abandon the building?

the asbestos removal was quoted at $3.7 billion each building. if they knocked them over they would still have had to pay for the removal.
No renovations could be done to the buildings without first removing the asbestos from the areas being renovated making the office space virtually useless.
