It is the foundational document of the US. It means that all laws are instituted under it's framework. It being a living documemt is proven by the expansion and contraction of laws. It doesn't mean we alter the basic tenets found within it. The Bill of Rights is a set of principles. Not understanding this will destroy you eventually. If we should alter one then we can and will alter all. It would not be to the benefit whose existence is dependent on these principles. If you should wish to dissallow anyone their rights, don't be surprised when the same situation grows around and eventually targets you.

There are many philosophies of jurisprudence. "Living document" is one of them, and IMO the worst one. It gives judges way too much power to expand scope of laws without going through the process of amending it.

There are various forms of "textualism," "originalism" being one. Basically, when interpreting the meaning of the law, you have to take in to consideration the intentions of the framers and the historical context in which it was written. That isn't to say you shouldn't take into consideration the facts of the case as well.

It's important in the US because things that states originally had the right to do and things that the federal government should've had no right to do have shifted slowly over time as precedents are established. The most divisive ones are "culture" issues like gay marriage, abortion, and affirmative action. The Constitution is mum on these topics and so ideally they'd be left up to the states, but expansionist readings of the 14th amendment have backdoored this into federal questions, and progressives just can't stand not having national hegemony. This is probably the single biggest thing from a legal point of view is tearing the US apart.
