I mean yes, there is variation in the degree of susceptibility, but I don't think it has anything to do with the degree of "free will" or being an npc or whatever (and it certainly doesn't have anything to do with intelligence). It just is. Virtually no one can be hypnotized, Sherlock. The CIA studied this and they found they couldn't implant the suggestion in someone's mind and have them carry out an action unless they were already inclined to do it. That is actually a good point. If you manage to find Harold D. Lasswell's "The Garrison State" essay, from 1941, (pdf was available few years ago, but has been gone since), you find out that several programs were planned to keep people under very flexible state, by injecting similar stress to people what they suffer under actual bombing. The essay suggest using "specialists in violence" who would conduct similar stress by using only information. It could be, that the "NPC's" are conditioned with the use of collectivized stress and trauma into this hypnotic state.
