Does it have to be in America? What if we worked something out with a country in Africa, where the USA would recognize it as a settlement, and donated money to create infrastructure etc.
Smart niggers would have to go first to do the basic infrastructure of roads/water/electric....Slightly dumber ones could show up and build the homes....Finally, you could begin moving people AS homes were created. It could take a while, but would that work for you?

They would be extremely vulnerable in Africa. If American assistance manages to raise the HDI to liveable levels, they will be plundered. Any native population would present the threat of a Tutsi-like genocide, so their settlement would have to be depopulated (or else located in a barren or inland area). Not workable.
A black homeland inside the United States would at least be surrounded by an allied nation. They also have centuries of history living in the American south. They belong here.

Detroit is a great example of how they continue that tradition of building and prospering.
I work construction as skilled labor, and blacks are very very underrepresented in our fields. I see a few electricians from time to time, and most are Caribbean. Not all blacks are lazy, but I have yet to meet more then one or 2 construction workers who were quality hard working people of color. The rest give a bad name to themselves, their people and us as a subsect of workers in the USA. There are plenty of worthless whites as well, but there is a higher chance of a nigger acting like a bozo on the job site
