The European Union and Iran have agreed to create a special vehicle to facilitate trade and financial transactions between them, according to a Sept. 24 statement from the European Union's foreign policy chief, Federica Mogherini, and Iranian Foreign Minister Javad Zarif. The statement was issued after the remaining parties in the Iran nuclear deal met at the United Nations in New York on Sept. 24.
The European Union and Iran are working to salvage the Iran nuclear deal — formally known as the Joint Comprehensive Plan of Action (JCPOA) — and dodge U.S. sanctions against the Islamic republic. However, the mechanism will likely struggle to effectively incentivize Iran's continued participation in the JCPOA.
The United States withdrew from the JCPOA in May, promising to reintroduce suspended sanctions as part of a strategy to counter Iran and its regional activities. The remaining parties in the JCPOA have sought to push back against U.S. action to keep Iran in the deal and prevent the country from restarting its nuclear program.
