It's worse. The reason why those states are so poor is because the entire industry is devoted to farming or strip-mining, and the relationship between states is so close that they are more than just trade partners. Interstate trade is a shitty business unless what you're selling is illegal where it's being bought. When California makes one-fifth of the countries' GDP, that's because one fifth of the country does nothing but service California's net-negative-producing ass. Of course California is much richer than it's neighbors, who it pays to keep the resources it needs cheap to subsidize it's own continued wealth!

Remember that the Soviet Union was defeated not militarily but through economic warfare. The current economic trend trajectory has the Chinese dictatorship clearly winning the economic war as the Chinese economy converges towards becoming the world’s largest economy within the next 10 years unless action is taken to halt this trend.
