As a person who has been to 45 of them, multiple times, and who has studied all aspects of nearly all of them from pollution to must-inform CCW laws, here are my rankings.

Texas still has white areas like Sugar Land, Plano, The Woodlands, etc. Arizona has...Gilbert? Scottsdale? Surrounded by shit. Although, they are very close. And Texas' medical malpractice caps make it almost kill worthy.

Just take the OP one and re-do the colors with the paint bucket. It's a PNG, so each state you fill in will the paint bucket turn to whatever color you selected. Essentially, it is already blank.

The rest of the states I haven't visited so I cannot give an opinion on them. A bit of clarification on California and that Cali is a great place to visit, but I would not live there.
