Like he said, criminals are stupid so it's a good tool to force a confession. The idea is if they believe the test will work they will confess instead of taking it or confess during it thinking that if they lie it will detect it. It's like lying and saying you have evidence or an accomplice's confession you don't have to encourage a confession.
