If you take pride of democracy, and your ideology is democracy, and your speeches include democracy, and your schools teach democracy, etc, etc, and then you vote for something and it fails to happen, your system is shit. Like a puppet king commanded by his generals, or a republic where one family essentially is dictating events, your system has failed and you are no longer a democracy.

As I said before, I am not ideologically chained to democracy, I don't think the opinion of plebs is too relevant on most questions, and it swings wildly with mass media and rhetoric influencing it, but if you insist you are a democracy, you can't vote on things again and again until the vote turns to what you want. The point of democracy is rule of the people. The word comes from “demos” and “kratos” meaning people and power respectively. The idea of democracy is that every decision taken by the collective, initially a city but now a nation, should be taken by a majority of people within the system. However, the decisions of the collective grow with its size and technology. Due to this, people have to vote on packages of things so they spend less time within decision-making to pursue other work. As the collective grows even more, even that becomes too much and the people executing the decisions become too many and too prone to control - if you vote for and against every corrupt person, it just wont work. Therefore, to simplify things even further, the idea was born that the people vote on a person who says what he will do over a certain period of time and who will control those who execute those things and a new vote will happen periodically for HIM alone, to control what he does, with people voting him out if he didnt do it.

A referendum does not fit in well with your simple ideas. There is a big difference between referendums and representative democracy.

There is such as thing as a BINDING or NON-BINDING referendum. There are many variables for a NON-BINDING. In the case of the UK, a NON-BINDING variable would be that of the 'valid majority' where there is the question of what percentage of majority can be considered as unquestionably indicative of the preference of the electorate.
