Trump ordering the investigation allows him to crow about giving Ford's complaints the due process it needs and a proper investigation.
If it comes up Kavanaugh is guilty Trump can claim he took the right measures and is blameless. If it comes up he is innocent then Kavanaugh can potentially go through as a nominee.
