The British forces were stronger, more professional and had a higher morale, were as the French troops had a lot lower morale and cohesion (especially between the common soldiers and the officers), remember, the French army had to deal with widespread mutinies in 1917. Ludendorff hoped that he could knock the French out of the war with a decisive blow against Paris, before the American reinforcements could arrive in late 1918.
The allies wouldnt have made it trought without american manpower and money. A stalemate maybe, but not something that resembles an occupation

They were less finished than France would've been, and German lines were still in France and Belgium. How were they going to slog all the way into Germany? Their soldiers would've mutinied long before they got anywhere close to doing so.

Even though they were smaller in numbers, a offensive in Flanders would be suicidal, with much less to potential gains for the Germans.
