It's most likely a hoax. There is no evidence of anyone being shot in any of the videos -- not one bullet anywhere. The only video that shows injured people is so bizarre. We've seen them use fake blood and crisis actors before in Sandy Hook and Boston Bombing. The latter is probably the most elaborate hoax in the last few years as the crime scene was put on display for all to see.
