The sketch is implicitly mocking white Vermont liberals for being highly progressive but then living in an all-white community. They're not saying "neo-confederates are alright"; they're saying "Vermonters aren't racially progressive/inclusive enough and have much in common with neo-confederates." The message is even more cucked than some standard anti-neoconfederate jokes, and it's basically the same one that Hillary supporters used against Bernie supporters back in 2016, as if whites have some duty to vote for whomever blacks like best.

you would think that this is it but the term is thrown around like "nazi" and "neo-nazi" and "holocaust denier" is.

from what I can tell, it's basically anyone that is revisionist about the Civil War and doesn't follow the party line of "Lincoln fought the a civil war in order to free the slaves from the evil racist southerners and to save the Union from the same evil racist southerners" is labeled a neoconfederate. As well as any one that supports leaving up monuments that remembers those from the civil war, esp. remembering the southern fighters but exclusively limited to the south, is labeled a neoconfederate. I would also add that for the left, it seems that anything remembering or celebrating the Civil War, on either side is considered exclusively a White Male Christian identity and therefore should be attacked.
