I've had this discussion before and the only objection I got was that in the Jim Crow era black people would be asked harder, near-impossible questions. The answer is pretty clear: have an anonymous standardised test like many in schools today. That way it would be completely fair; the only people it would discriminate against are the stupid.

Democracy can work. The best solution would be to make voting compulsory, lower the voting age to 16 if it isn't already and to also include compulsory politics/history classes until the voting age and to also make voting easier by taking it online and introducing general votes for any motion that includes a law change.

This will destroy the divide between left and right as they can no longer inflate their standing by counting the votes of those with strong opinions and hiding behind the unknown opinion of the non-voters. Reducing the age will counter act the conservative trend that comes with age. A trend that is bipartisan and a symptom of nostalgia. Voters should also be quizzed about why certain decisions were made so the politicians can actually represent their people instead of trying to gather binary yes voters ie the radicals who vote with the party instead of on the issue.

Weighted voting is the answer.

The right to vote is not guaranteed, you have to earn it.

Most people can get to have at least one vote, but others get to earn extra votes.

People should have to pass a standard test on civics, law, maths and English to get the standard ONE vote.

Then they can pass other, harder tests, requirements or qualifications to get ADDITIONAL votes.

You guys can decide the actual requirements and number of extra votes, but here are just some examples....

Every 10 years of age over minimum voting age gets an extra vote. For example a 25 year old may have one vote, but when that person reaches 35 he/she gets two votes, and so on.

STEM degree = extra votes
Masters + = extra votes

Trade or technical qualification = extra votes

Business owner = extra votes.

Any other position in society that entails responsibility, learning, intelligence and high personal standards, ethics, morality = extra votes.

Then if you want to make it even more specialized, but at the risk of having unnecessary complexity, you weight some extra votes according to areas of expertise.

For example a medical professional's votes will be weighted more highly than a non-medical person's votes on any issue concerning health. For example by a factor of 100. Or whatever.

Same for issues concerning education, an educational professional's vote could be weighted more highly, economists more weighted on issues of finance and civic budgets, etc etc.

So basically anyone with minimum competency gets some say, but those with more experience and knowledge get a bigger say, proportionally.

And if your system was implemented of course there would be some general study guide or class for it. But it really depends on what kind of test you give and who controls what kind of questions are on it.
