Republicans control senate and house currently.

If Democrats take back house, congress goes into gridlock for 2 years and nothing gets done and Trumps presidency gets wasted

If Repubs hold the house and pick up a senate seat or two, they go into 2019 knowing they basically can pass whatever legislation they want.

Dems will not take back the senate so there is no worry there.

The focus is on the house, because that is where everything starts out, and if the dems get the house, they will investigate everything and turn DC into a gridlocked sinking ship.

every two years 1/3 of the senate and the _entire_ house of representatives goes up for reelection (with a few exceptions). during even years.
All the elections are on the same day. All the elections are local elections. in a dense city your representative district might only cover several blocks (it is by population) and only those people in the district vote on it. The 1/3 of the senate, only people in the sate vote on it.
So at most you get to vote for two people (at the federal lvl) (besides local city governments and judges and D.A.s which will also be elected o the same day).
for those two slots you usually get 8-10 people to pick from, but the only people that matters are the major partys, so really you get to pick 1 person out of two
