The difficulty with Antarctica is the cost of flying in supplies.
It would make any permanent settlement vulnerable - a cut to supplies when there is no possibility of building food security through traditional means of farming would make the settlement an easy one to mess with.

Let's imagine we have discovered new ways to grow nutritious algae and other simple life forms and have enough space and energy to grow simple vertical farms or hydroponic gardens.
