That would be next to impossible given the nature of film grain. You can add it, but it's basically impossible to rmeove it. You could lower the resolution and add a sharpening effect, but that would dramatically reduce the image quality. Maybe if you would have a large resolution drum scan of a large negative of excellent quality you could get away with it but those are quite rare. In fact, these already look a lot like 'modern' photos. NS Germany was at the cutting edge of colour film technology even before the war.

The Germans had colour film, there are a lot of original colour photos available even though the majority was of course b/w. Colour film was slow (low ISO) in those days so it was best suited for outdoors use in bright sunlight to avoid large apertures and long shutter speeds.

The flag Hitler is holding is actually the Blutfahne, the original flag used during the Bierkellerputsch. It was considered sacred and was used to consecrate newer flags. It has never been captured or found. Nobody knows where it is. I like to believe it is in good hands, waiting for the day of awakening. See pic related for the ritual.
