Well that's not strictly true. It was actually a fair bit smaller than the glory days of the 1st century. The Notitia Dignitatum, the main source for the late Roman army, is seen as heavily idealised with entire units that had basically disintegrated by that point appearing in it. Really the army had slightly shrunk.

By the 5th century Roman army tactics had changed considerably. Unlike in the olden days each Roman soldier was expected to individually be a far better fighter, armed with a long spatha and shield more suited for one on one fighting. Smaller group structures would be forced to defend strong points with heavy artillery and fortifications against enemy armies ten times their size. They would have expected to raid enemy armies and fight in marshy bogs beyond the frontier cut off from any real support. Despite all the memes, the late Roman army was pretty god damn based when it actually fought. The rest of your post has some points, in that their enemies were now basically just former Roman soldiers who were trained in the same tactics as them and armed with weapons that almost matched their own. Though most barbarian groups never had access to Romans weapons and armour factories.

It was impossible for a central government to control that much land in those times, plus the empire was about Italics dominating other tribes which means they weren't happy about it and did all they could to free themselves.

It was not a "fall" it was a slow and steadily crumbling over almost hundreds of years. It didn't burn down from one day to the other. The romans got too greedy and to lazy. Internal conflict based on religion was a lot more common after Constantine adopted Christianity.
