Let me point out something important about the Israel/Russia plane situation. No country leaders were personally blamed for the incident.
If anyone actually understands military command structure, country leaders do not order or do every single military action. The only time country leaders are involved directly with operations/actions is when they oversee spec op type missions(those that know what I'm talking about, know what I'm talking about).
