i've found one instance of the stars being rightside up, which is pic related, that banner is from 2004 and is more likely an error by the graphic designer.

the only people saying the logo changed in 2000 are some conspiracy theorists that seem to have just made it up considering the fact that the upside down stars can be traced back decades before 2000 on official campaign memorabilia

But they werent just randomly chosen animals, the donkey came from Andrew Jacksons opponents calling him a jackass. Political cartoonists started the elephant thing.
