If the interpretation is to make Orwell's works to be once again considered fiction, that's impossible, because they already are fiction and always were. Animal Farm is an allegory for real events and 1984 is a hypothetical extrapolation of a future following real events, but they didn't literally happen, and so that makes them fiction. There is one famous book by Orwell which is not fictional and that's the autobiographical Road to Wigan Pier, but I assume he doesn't mean that one, because that one was an attack on the left.

Or perhaps his hat means to say that we will live in a future where the things Orwell was inspired by is considered to be fiction, but as a reminder, those things were literally the left in the cases of the Road to Wigan Pier and Animal Farm, and were at least emblematic of the modern left in the case of 1984.

So, a very confusing hat, probably worn by a very confused man.
