The referendum is about amending the constitution in order to clarify the definition of marriage (and the family).
Right now, the Romanian Constitution uses a gender neutral term in the definition of marriage (as the freely consented union between spouses). If the referendum passes this will be modified to say that marriage is between a man and a woman.
This would make it illegal for same-sex couples to adopt children (which they currently can do).
