Most of the time when a rape accusation doesn't go anywhere, nobody's actively falsifying it. It simply isn't taken to court for lack of substance. Which is fine and how it should work, except that retarded opportunistic leftists seize the opportunity to bring up the percentage of actively falsified accusations not being very high to try to push the completely dishonest and wrong notion that if you encounter a woman making a rape allegation you should just believe her without evidence due to how most allegations aren't proven false.

These stats are shaky though. Per your link, an allegation is only considered false if the investigation solidly determined that no crime as committed or attempted. The cops have to prove a guy is innocent for an accusation to be considered false. Note the carefully chosen definitions for a false report versus a baseless report.

Consider a scenario where the cops/DA declines to proceed with a case because they're completely sure the accuser is lying and there's no evidence to back up the claims. But at the same time there's also no definitive evidence exonerating the guy. This would not be considered a false accusation.

There's also a question of tracking. If the police investigate a report, find the allegation to be false, and never go through the process of recommending charges to a DA, is that incident tracked as a false report?

Yeah, it's only found as a false report if it goes somewhere. If you know a rape allegation is bullshit to begin with you simply don't forward it to the DA. The ones that get to the DA and subsequently determined to be false are ironically more substantial most of the time than the ones not determined to be false that don't ever get forwarded.
