It's where you identify a problem (crime in the black community) and implement an apparently reasonable solution (abortion.) The problem is they assume the problem is solved and don't move on to stage two which is observing the effects of the solution and altering or trying new policies as needed, but instead they'll rationalize why their solution isn't working as intended. An abortion supporter might look at the data I provided and say that there aren't enough people getting abortions or that birth control isn't as accessible as it should be. That's rationalizing.
