I can say that it is a lot more than 500,000; in fact every single Google+ User was affected. They are downplaying this hard, anyone else been getting an increase of spam calls lately? It's because of Google+, using this exploit they can get your phone number & email if it is linked in anyway to your Google Account. Such information was Automatically synced to your Google+ account. It was a feature that they thought would make their product more seamless... Which if it was a successful product people would probably have been okay with it. However they were really shit at testing this shit with the right API you can just pull it with no restrictions.

I guarantee this exploit didn't go unnoticed by Google+ Dev's over the years either. They just decided to ignore or used it as an excuse to keep themselves employed by playing it off to higher ups as Increased Traffic.
A majority of your user base being queried by an API doesn't just go unnoticed. Google has a fuck ton of systems in place to detect things like this. I got a call from Google because they thought I was doing something similar with their API's for a work project and I was only doing a couple thousand queries a day.

From what I understand from people I talk to it was a bug in the Google+ Domains API.
Apparently you would use a call to "add" them to your domain on G+ somehow, even if they weren't actually a part of it. Then you could use a get request on the person to get all their information.
