The problem with policing is that the skill set does not transfer into any other sort of labor. Most police roll their eyes at this stuff. But when you are 39 years old and 15 years away from your pension, you will do absolutely anything that you are told to do by superiors. Why? Because you have nowhere else to go......none of your experience is useful outside of security or more police work. Most people in this day and age are unwilling to quit and retool at the age of 40 or 50 for that matter.
The police in Seattle will not arrest vagrants who setup tents on the street outside your home. They will not put any effort into the vandalism that goes on within a 100 yard radius of that tent by said vagrants. But if you burn the tent and all of the garbage collected inside of that tent, forcing the vagrants to move on, the police will come and arrest you.
So when the mayor of Portland tells the chief of police to stand down on the protestors, the chief of police tells officers to stand down. And then they sit, as witnessed in OPs video, just watching people harass citizens and walk around in the street shouting threats and damaging their vehicles. They have no choice, because, like most people, they think of their household needs first.
