What administrative and territorial division do you think is better - lots of small states like in USA and Mexico or several big macrostates/provinces like in Canada? What factors would you personally consider in planing such division of a country?
I am making this thread since Russian government is working on new constitutional and administrative reform which is supposed to fix some inherited structural problems. (picrelated)
will Russia ever try to populate those states, some of them if they were independent would be some of the largest countries.
or is there any attempt to encourage Russians to move out to different areas?

In Russia this word is used in the same context as the word "local state" or "province" in the West.
From what one understands the main idea is to address this absolutely horrible disproportion of power and economic activity between different areas of the country.

since no one is saying maybe you can tell us your thoughts. There are cultural and historical reasons for why Europe and the states are divided the way they are. Why is Russia divided the way it is and how would you reform it?
It is already doing it on top of around 5000$ grant payment for successful birth.
In some cities if you get twins you can get free house or apartment.

Picrelated was original imperial division which was authoritarian but nevertheless based on real perception of reality compared to what communists did with artificial national republics and such.
I believe that people do not live because someone legislate them to, so division should be based on real economy, how people actually communicate between each other and not how government wants.

It doesn't really matter. If borders have been enforced for long enough, then the state has an identity. The only thing that matters for most countries is connecting economic hubs and separating incompatible peoples. Maybe for Russia it'd help to fragment minorities into multiple states to discourage unity.

Isn’t it like that because of population though, in that regards it’s just like the US. Some of our largest states had a small population and needed to get everyone in one territory to classify as a state (pop>10000)

That won't happen, too much of their trade is with England. They also won't allow a different setup for northern Ireland as that could risk breaking up the country. It has led to renewed calls for Scottish independence though. Again I don't think anything will come off that.
We are entering a critical phase of EU negotiations with EU saying a deal is 95% in place. Within the last hour there have been people rejecting the governments deal. Any thing could happen at this point
