Both parties were in the wrong.
Cop can't use lethal force unless his life is in danger. The cop was actively advancing, showing he wasn't in fear for his safety.
He quite clearly lost his temper or willingness to continue the situation and fired after his taser had no effect.

The guy is lucky that there wasn't a death from this, as while they can't prove malice, it wouldn't have been neccesary if there was a death, he'd still get done for manslaughter at the minimum.

Yeah, that was unjustified, probably because of the flippant nature of the offending police officer, he made it seem as though he did not expect her to commit harm against any of the people near her, which is why he shot her in the leg. But a firearm is only supposed to be used for deadly force, so if he did fear that she could have seriously hurt or killed someone, he would have shot her center mass, as all police officers are trained to do.

Seems to me multiple reviews of the situation came to the conclusion that perhaps the officer could have tried less violent options forst, but was otherwise justified in his handling of the situation. The suspect had a weapon, refused to obey lawful commands, had been caught in the commission of a crime, and likely would have violently resisted arrest (possibly resulting in serious injury or death of the suspect or an officer) had she not been shot. Seems like a good shooting to me.
