How do we even know it was 200 lbs of explosives entirely? It could've been 1lb of explosives and maybe he tried to hide them in like a stack of bricks or something, you know? To avoid suspicion? A guy hauling some bricks isn't all that suspicious. So they got pissed at him and and probably said all 200lbs were explosive. But i'm just speculating here like a normal, sober minded adult who just happens to peruse adult films for fun and makes a living removing asbestos out of abandoned schools.
