It's a phrase that's designed to program how you interpret someone. Little Benji uses it all the time, actually. It's clever - he might say something like "For all of Trump's virtues, he really isn't a thought leader for the republican party" (not an actual quote I don't think, just roll with the example) and what that's intended to do is to acknowledge, with respect, Trump's relevance but diminish the weight of his actual opinions and convictions. It's saying admire Trump if you like, but you listen to me for the truths that you're going to hold.

I think it has more to do with the unthinking mass theyre attempting to manipulate, because most critical people I know dont let themselves have their beliefs dictated to them by specific individuals. Theres a thought process involved and its generally a fusion of their own beliefs and incoming material. NPC's would however, have thought leaders, as (((they))) term it.
