I think the Germans could have had a chance if they weren't so desperate to genocide everyone who isn't aryan. During 1942-43 when the decisive battles were being fought on the Eastern front, manpower wasn't an issue, but lack of tanks, trucks, weapons, ammo, food and of course especially OIL. They wouldn't have had equipment and supplies to arm them nor the time to train these Ukrainians and others.

Look if Germany had a huge supply and equipment surplus they would have used it themselves or at least given it to Romanians, Italians, Hungarians, Finns not given it to some hastily conscripted paramilitaries from Ukraine with dubious loyalty and even more dubious battlefieled effectiveness. Gemany need more tank divisions and air planes not more cannon fodder infantry.

And the bad treatment of Ukrainians and others is a bit exagerrated. Sure maybe by being nicer they would have had less problems with partisans but that's about it. The war cost the USSR several hundred billion dollars. 10 billion worth of land-lease is something, but that's hardly something that can turn a war around.
