Not an expert on that sort of thing, but more importantly it seems rather ineffective in the long run. A mission that is essentially running around documenting a bunch of battles the day after, instead of helping to stop them and the unlawful flows of weapons and fighters.

I don't really think Russia forces Donetsk to fight for independence, there is influence, but you can't really force a region into something of that sort. Yet, since you are Ukrainian, I guess I can put it differently.
I'm not arguing about the justification of the conflict, that doesn't have any meaning in the current political climate, I see a problem and try to find a way to resolve it. You guys have been trying to get it your way for 4 years and what has it brought? Death, hatred and destruction. I don't mean its your fault entirely, but it should be clear at this point that a military operation won't solve the problem. What you need to do is at least try to form a dialogue with Moscow, because I'm sure Putin isn't too fond of the conflict as well. An autonomy might be a solution, for example. Its not the best one, but at least its a peaceful resolution. Or you can as well spend another 4 years killing each other for no reason.

Not much to be expected. That's true, they are rebels. Perhaps Urkaine could offer to purchase these Ukrainian born rebels some property in Russia where they will be happier? Maybe some nice farm land or a modern 3 bedroom in Ussurisky?
OSCE is useless. They're a pointless organization that has to keep its mouth shut lest they run afoul of the political establishments that foot their paycheck.
They just show up to any area of shelling, take some measurements, question a local or two and then compile a report that promptly goes down the memory hole because nobody actually has any reason to look at it.
Occasionally they'll also give an interview where they'll be too scared to say anything of substance lest they anger the US by inadvertently admitting that the Ukrainian military frequently fires on civilians and violates the Minsk accord by bringing tanks into the DMZ.
It's all a fucking joke and the only thing that really matters is the realpolitik behind the conflict.

1. They have been born there and love this land. Would you like to be forcefully misplaced?
2. That would cost an enormous amount of money for Ukraine, because land, accommodations, transport etc.
3. Moscow wouldn't be happy with such a solution for obvious reasons.
4. Local political leaders would be against it for obvious reasons.
5. That would be impossible since that would require a unanimous consent of millions of people.

Thats a controversial issue, there are pros and cons to both options. What I'm saying is - Chechens have won much more than they had gambled for.
1. What is to be said, they have killed their own.
2. I don't think you're going to move the entire population, I don't think the entire population agrees with leaving Urkaine. Otherwise I think it would have been a much larger front. I think there are men and women who were afraid Urkaine was going to kill them for being Russians, and not a few who were just Russians traveling to Ukraine to have a chance to fight. In any event, the leadership and high officers would be the ones given residence on the Pacific, close enough to travel to Shanghai by train for vacation, and in a land where everyone has the same love for Russia.
3. I can't imagine why, they are clearly hard working men and women, some of them now well trained in security, many of them also coal miners, and eastern development is still a useful thing for Russia.
4. I don't know, I would assume those who actively backed violence against their mother nation would want to take the opportunity to leave that nation, instead of staying somewhere they don't like.
5. Again, not the whole of the population, most of them are simply trapped.
You really are the US, aren't you. Well, in that case I'd advice you to focus on the 3rd and 4th reasons I've presented, mainly the 3rd. Try to look deeper into that and you'll discover that's one of the key issue of the conflict.
Oh, and one more thing. Ukrainian government doesn't entirely want it to end it either for the same reason as #4.
I still don't understand. You'd get hard working Russian speaking men and women ready to move to a peaceful land where they could literally build new cities and help the nation they clearly love. I'd be setting up the county boundaries as we speak if I had that chance.
The other option is a war destroyed, already mostly de-industrialized area where you already have access to the primary waterway and plenty of crossing points. And since, if I understand you correctly, the territory would be under guardianship of the Ukraine as a limited autonomy, it wouldn't be a given thing that you could get support from them in any fashion.
You've got a valley out there on the Amur, between a place called Хaбapoвcк and Кoмcoмoльcк-нa-Aмype that is begging to be harvested and farmed for thousands of years. And you have strong men available.
