The legal team of the US appealed to the International Court of Justice (ICJ) in The Hague on Thursday, calling on it to reject Iran’s request to move Tehran’s case versus Washington over its frozen assets, to a merits hearing.

The remarks came in a speech delivered by Syria’s Permanent Representative to the Organization for the Prohibition of Chemical Weapons (OPCW) Bassam al-Sabbagh at the 89th session of the OPCW Executive Council, which is currently held at its headquarters in The Hague.

“It is disconcerting that some countries, especially the US, are skeptical about this implementation, although it is the only country that is still procrastinating when it comes to compliance with deadlines and destroying its massive chemical arsenal,” al-Sabbagh said.

He expressed regret over not dealing seriously with the information that Syria has repeatedly reported to the Technical Secretariat about chemical weapons and toxic materials ending up in the hands of terrorist organizations.

“With the collapse of the terrorist organizations now in Syria as a result of the progress of the Syrian Arab Army, they are deliberately fleeing to other countries such as the White Helmets or are returning to their countries of origin with expertise in the use of chemical weapons, which necessitates the strengthening of international cooperation to counter chemical terrorist threats to security and stability of the states,” he noted.

The Permanent Representative also reiterated Damascus’s deep concern over the modalities and methodology of the fact-finding team’s work on the allegations of chemical weapons use which had been marred by many shortcomings, including an acute lack of professionalism, adopting a selective approach and double standards, lack of transparency in work and the failure to respect the procedures stated in the Chemical Weapons Convention (CWC), and in particular its reliance on information collected from suspicious sources.

He renewed the position of Syria, which rejects the unilateral interpretation of the provisions of the Convention.
The diplomat welcomed the accession of Palestine to the Convention and considered it a step on the way to achieve the universality of the Convention, calling on other countries that have not yet joined to do so and without conditions.

In this regard, al-Sabbagh said that unless Israel joins the Chemical Weapons Convention and all other international agreements related to the disarmament of weapons of mass destruction, the region of the Middle East will not enjoy regional security and peace.

He asserted that Syria is strongly committed to the successful outcome of the 4th Review Conference of the Chemical Weapons Convention to be held before the end of this year, indicating that Syria is actively participating in the work of the preparatory team for this Conference.

The diplomat concluded the statement by stressing that an end to the suffering of the Syrian people is realized only when some known countries cease to carry out their destructive and aggressive policies in Syria and when a group of countries stops imposing unilateral and unfair sanctions against the Syrian people.

Damascus, SANA- Soprano Isabelle Nicolas, who lives in Switzerland, has released a video clip of the song “Flowers of Peace” as a token of love for Syria and its people.

Nicolas performed the song for the first time last year at the UN headquarters in Geneva commemorating the 70th anniversary of the UN Singers’ first performance which took place in New York as a message for peace around the world.

The song is composed by Syrian expat Zaher Assaf and the lyrics by fellow Syrian expat Iyad Qahoush.

“Flowers of Peace” means a lot to me…The music by Artist Zaher stirred deep sensations in me that I was on the verge of tears, and after I read a translation of the lyrics written by Dr. Iyad I understood the message that Zaher put into music…It was powerful and full of hope,” Nicolas said in a statement to SANA.

She added that she was also invited to participate in South Korea and Japan with the UN Singers of NYC during their “Peace & Unification Concert Tour” in August and September 2017 in which she performed “Flowers of Peace”.

She hoped that the song will contribute to stability and fostering hope for the children of Syria and to participate in the 2019 Eurovision Song Contest.

For his part, Assaf said that the song, conveying a message to the world that Syria is a country of peace and the cradle of divine religions, relays a different picture about Syria to the European people as opposed to that of the Western media.

“The war is ongoing and until now we are arresting terrorists,” Mahmoud explained, referring to ongoing battles against IS in eastern Syria.

“The numbers have increased over the past months from the battles between our forces and IS,” he said.

Kurdish authorities have said they will not put any foreign jihadists on trial, and repeatedly called on their home countries to take them back.

But Western countries, reeling from IS-claimed terror attacks on their own soil, have been reluctant.

“Most countries have been flouting their responsibility,” Mahmoud said.

According to Kurdish foreign affairs official Abdel Karim Omar, Syrian Kurds also hold 550 women and around 1,200 children from the families of IS members.

Alleged fighters are usually detained in jail, while women and children are held separately in camps.

IS seized large swathes of Syria and neighboring Iraq in 2014, declaring a so-called “caliphate” in areas they controlled.

But multiple offensives in both countries have since decimated that proto-state.

In Syria, the YPG-led Syrian Democratic Forces last month launched a battle to expel the jihadists from their last eastern redoubt of Hajin near the Iraqi border.

ERBIL, Kurdistan Region – Kurdish and Iraqi forces, with coalition backing, arrested 10 members of an ISIS financial network in recent operations in Erbil and Baghdad.

"The arrests deal a major blow to ISIS's capacity to threaten and terrorize civilians," said Maj. Gen. Patrick B. Roberson, commander of special operations for the global coalition against ISIS.

The ten arrested were members of the al-Rawi financial network, the coalition stated. Eight of the arrests were previously announced by the Kurdistan Region counter-terror directorate.

Fawaz Muhammad Jubayr al-Rawi was killed by a coalition airstrike in Syria’s al-Boukamal on June 16, 2017.

The US Treasury slapped sanctions on Rawi in December 2016 for providing material and financial support to ISIS.

Rawi, who owned a Hanifa Exchange branch in al-Boukamal, pledged allegiance to ISIS in 2014 and used his extensive financial contacts to help the terror group purchase weapons and ammunition, pay its fighters, and store money.

The recent arrests took place in Baghdad and Erbil between October 7 and 9, the coalition stated.

Kurdistan Region’s counter-terror directorate released video of the arrests of eight ISIS suspects, breaking up a “big network of ISIS financial resources who worked in Iraq and Syria,” overnight on October 6.

ERBIL, Kurdistan Region – So far, 36,006 people have applied for a post in Iraq’s new cabinet, using the website set up by Prime Minister-designate Adil Abdul-Mahdi.

The majority of applicants, 97 percent, are independents, according to figures released by Abdul-Mahdi on Facebook on Wednesday.

The website was opened for applications on Tuesday and will close Thursday at 4 pm.

The most popular ministries are education, followed by health and environment. The ministry of information technology has received the fewest number of applicants, followed by the water ministry.

Some 15 percent of applicants are women.

Abdul-Mahdi has been given a free hand to pick his cabinet and he has taken a step away from the traditional divvying up of power among the establishment Shiites, Sunnis, and Kurds. He opened the application process to the public, saying he wanted to prevent a “monopoly of power.”

In addition to the website, he has asked each party to give him five candidates per ministry, but stipulated that he must be free to pick whomever he wants, without intervention from parties.

The UN has said it sees encouraging signs as the government comes into shape, pointing to the appointment of women to two senior parliamentary posts.

Almaz Fadel Kamal is chair of the parliament’s temporary legal committee and Khadija Ali is parliamentary rapporteur.

“Encouraging steps for women in politics, thanks to 1st Deputy Speaker Hassan al-Kaabi's efforts. Hopeful that a woman will be the permanent head of the Legal Committee and more women will assume leadership roles in other key parliamentary committees,” the UN mission in Iraq (UNAMI) tweeted on Wednesday.

UNAMI is backing a joint Canada-World Bank venture to empower Iraqi women economically and politically.

BEIRUT - A planned buffer zone in northwest Syria has been cleared of heavy armaments, Turkey said Wednesday, as a new deadline loomed for the tougher task of Ankara convincing jihadists to pull out.

The demilitarised zone ringing the Idlib region is the result of a deal reached last month between rebel backer Turkey and government ally Russia to stave off a regime assault on Syria's last major rebel stronghold.

The accord called for a complete withdrawal of all heavy weapons from the planned buffer by Wednesday, and rebels and jihadists appeared to have met that deadline.

"The pullout of heavy weapons from the de-militarised zone was completed on October 10," the Turkish defence ministry said.

Rami Abdel Rahman, who heads the Syrian Observatory for Human Rights, said no heavy weapons were visible in the buffer already from Tuesday.

He was unable to confirm any pullout from a part of the planned zone that falls inside Latakia province but said any such weaponry was not out in the open.

"They could have been moved to trenches or secret locations," he said.

The Turkey-backed National Liberation Front (NLF) rebel alliance said it had pulled out all heavy arms by Monday, and the Observatory said jihadists quietly followed suit.

Despite the relatively speedy implementation of the accord's first deadline, observers say a thornier task lies ahead.

Under the deal, the zone must be free by October 15 of all jihadists, including those of Hayat Tahrir al-Sham (HTS), the region's dominant force led by former Al-Qaeda fighters.

With five days to go, HTS and other jihadist fighters remained inside the planned buffer area and showed no sign of leaving.

HTS, which controls more than two-thirds of the planned zone, has not officially responded to the Turkey-Russia deal.
