They're doing work that free citizens don't or cannot do. For example road signs can only be manufactured by prisoners, there's also license plates. If anything they're the alternative to more immigrants.
A large majority of black men in jail are there for possession of marijuana or other controlled substances. The point he's making is that black people are still being enslaved through the prison system through the 13th amendment.

If you read it cearefully, you'll suddenly understand why the US has the highest incarceration rate and why our country, with less than 5% of the world's population has more than 20% of the world's prison population.
