The Old Testament Laws were handed down by God (Jesus is the Son of God) to Israel and did endorse government-enforced welfare. Widows and orphans got dibs on the first fall of fruit in orchards during harvest season, for example. Those aren't laws binding on Christians but they are guidelines. The socialist idea of a government owning all enterprise is completely antichristian, though.
