At the time, Constantine was at war and it wouldn't do to have a good portion of your army persecuted by your fellow countrymen for their theology. So he organized the Nicene council and the council chose what, from the spoken word of Christendom, should be written down into an official record of the Christian religion. Not all of it got into the good book though and much that did get in was politically motivated by the Emperor.
