Presidents do not balance budget or even really have the say in the budget regulations. Congress does. So your questions about deficit increasing and decreasing Presidents are downright stupid. They do influence the Congress of course so the only way to answer this would be when the President has his party in a majority in Congress as well. And we could write a book on ot.
As a lefty you probably don't understand how the government works, not really anyway, but I'll try to give you simple answers. Or as simple as they can be.
1) Republican Congress 1995 started the balanced budget "war " came into fruition in 1999 under Clinton who, after submitting 5 different budget plans finally matched the Republican budget.
2) As in Democrats in Congress? Never. But Andrew Jackson as a Democrat was responsible for the only truly balanced budget we ever had.

5)That would be Bush Jr. And how much is a question that the people still argue about because the recession hit under him and that made for the deficit. For the sake of argument I will say around 600bln. That's the number from the January 2001 minus the number from October 2008. Then the Congress passed measures for the recession and in 2009 the deficit grew to over 1400bln.
6) Obama no question about it. His Congress created over 10000bln debt, and then the GOP congress slowly reduced it to about 500bln. Still a shit ton.
The last 2 questions are just stupid, so I won't bother with them. No 1 parson is ever responsible for the deficit or the budget.
