I think the biggest problem is that there are cheaper places to live (though housing is still outrageously priced), but there are no jobs in those places. If remote work ever really picked up as a viable option, I think people would start to flee the cities and a lot of the insane real estate pricing would get at least a little less stupid.

I don't have a problem with landlords, they provide a necessary service. However, rent prices have been sent soaring along with crazy property values. You could solve the problem overnight with massive one-off taxes on every residential property purchased (exempt on properties declared as your sole residence), and by banning foreign investment / purchase of residential property. The idea is to encourage home ownership, but put a sensible burden on greed. This would also solve one of the blights of tourism - holiday homes. You may need to support some house building with government funding and incentives. The (((international))) banks will not allow this to happen, however.
