I think this is a great idea. But unfortunately, for it to really work, they need to force citizens to log ALL calories so they can't cheat. I like the impulse but the approach is wrong. Fear of loss is the strongest human motivator and if you put out the law this way you'll just breed resentment, thread related.

What they should do is give tax credits to people who voluntarily choose to engage in state-run or state-recognized health programs; lifting, cardio, healthy diets, etc. Mark their progress by measuring their health at regular intervals and keeping track of their personal records. People want motivation to work out and take care of themselves anyway, and any person who's keeping fit is someone who's going to cost you less in socialized healthcare anyway, so give them the benefit for it. Put the carrot out before you take out the stick.

And if you really want to go hard on this, create state-sponsored fitness competitions and put them on national television. Announce the winners nationally. Make heroes out of them.
