Nietzsche was a great man and mind, but he wasn't perfect, and his knowledge of Buddhism was probably incomplete, given his time and place. In the same way Nietzsche believed in the "innocence of becoming," Buddhism is aware that humans do not come "into" the world. They come out of it, as a fruit comes out of a plant. That in no way means that it advocates never trying to be better, but like most Asiatic belief systems, it acknowledges the importance of ensuring the plant is healthy and thriving.
