It does try hard, sure. Separates the kids into those that will later go to university as a matter of course (Gymnasium) and those for whom that will be an uphill battle they are likely to lose at age 10 (Realschule). Now that could work if the kids at the Gymnasium were taught lots of useful things and pushed hard to become leader material. More intelligent, stronger, more resourceful, just plain better at lots of things - or capable of doing stuff the average normie can't do. Instead they're taught to feel superior because they learned Latin and laboured their way through essays about a whole lot of "canonical" literature they never understood.

Eh, you do have to be careful about who and what "Germany" really is. The mechanisms by which benefit is made in the EU simply is a function of the national currencies. I heard that even though the € is individually interchangeably by country it is still only a pseudo-uniform currency, which is at the root of much of the problems for the EU. Don't quote me though. I can tell you though, it's not really a benefit for any sort of local instance, it is by and large global, rootless elements that profit.

And here is the problem. Talent, leadership skills, ambition are genetically determined. There is no way to teach this, although you can teach the 'lessers' to mimic certain attributes of these select few. You may only provide a steady flow of information to those few actually capable of the previously mentioned virtues. Now for the generational problem ... I assume that those 'select few' are the result of chance reassembly of a genetic heritage by now thorougly fragmented and spread over the population's bulk. Following Mendellian law (yes it is more complicated but for my purpose here they will suffice) you run a big risk that your progeny (even if both parents are 'high quality') will NOT inherit the threshold amount from the set of superior genetic variants to be considered part of the 'select few'. Having several children may possibly still produce a lucky hit.
