The US, Russia, China, France, the UK, even Brazil and to some extent Italy, all have aircraft carriers. Why are there countries not wanting to build aircraft carriers themselves?

Because they are FUCKING EXPENSIVE. Not only to make, but to maintain. You're looking at 10s of billions of dollars for research and production. Then you're looking at a couple million a day just to maintain a carrier's group when you deploy it. Most countries just simply can't afford it or due to their geography, the money it would cost is better spent in other places. Remember that carriers are only force extensions, their ability to defend against an invading force is mediocre at best. Destroyers and cruisers are better suited for that.

Because countries are land locked would be the most obvious answer... Possibly because they a incredibly expensive and hard to build would be the second. The U.S. is already so far ahead in the game and policing so much of the world it's really inefficient and irrelevant for a lot of countries to build them.

They are very expensive to operate, and with the US Navy keeping shipping lanes clear the purposes for building carriers are limited. A tiny fraction of countries on earth even need them for security, because their most likely enemies are their neighbors. Almost all of the US' enemies are closer by sea or are completely separated from the Americas by sea.
