Should you ask me why, I'd have a hard time explaining, but no. It has something to do with the relative density of the character groups (Czech typesets on the license plates are narrower and have a more significant gap between the alpha and the numeric group).

Those rocky/grassy hills can be found in the south coast of Albania which look similar to Greece, I'm guessing Greece or something.

I tried checking google street view in Zlin, and it seems that the architecture is similar. The same reddish-brown metal fence that you can see in the background is also commonly used there.
