1) Protecting the 1% of people the vaccines don't work for or who can't be vaccinated and
2) Giving the diseases being vaccinated against as few vectors for continuing to spread as possible

Imagine there's a sickness, we'll call it FAGS. Incidents involving FAGS are spreading like wildfire and this is causing a lot of problems. Half of the people exposed to FAGS become infected. So imagine you have some sample of people you interact with, based on the degrees of separation between yourself and the nearest infected person your odds of infection are:
1 Degree - 50%
2 Degrees - 25%
3 Degrees - 13%
4 Degrees - 6%
5 Degrees - 3%
6 Degrees - 2%
7 Degrees - 1%

You need at least 7 degrees of separation between yourself and the nearest FAGS carrier to reduce your risk of infection to 1% or less, that's nearly impossible. But let's say there's a vaccine that reduces the risk of FAGS to from 50% to 5%.
