As I understand it, if they cross the border, America will not arrest them and deport them. Instead they'll process them for a time and then release them into the United States, free to head to a sanctuary city. So there are no real consequences.

It will cost Mexico more to allow this to happen then to take care of it within their borders. There are rules to claim asylum, and it doesn't involve crossing multiple countries to get to where you want to go. If you are an "asylum" seeker, you must apply to the first country that you illegally invade. In this case, moving into mexico means that is where you need to apply. This is mexico's problem and if I interpret international law correct, at no point in time should this be our issue.
